TOWN OF CHICHESTER

PLANNING BOARD

MINUTES OF MEETING

AUGUST 7, 1997


PRESENT:  Chairman Tracy Scott, Ron Lesieur, Paul Adams, Harold Arey, Skip Lawrence, Jeff Andrews, Stanley Brehm, Secretary Andrea Deachman

Chairman Scott called the meeting to order at 7:03pm informed the Board that Mr. Arey and Mr. Lawrence would be voting members tonight.

Chairman Scott requested the Board to review the minutes of July 17, 1997.

Motion was made to accept the minutes with one minor correction.

PUBLIC HEARING:                         Frank Merrill
                                                Subdivision
                                                Map 5, Lot 70, Deer Meadow Rd.

Abutters Present:  George & Rhonda Beauchemin

Frank Merrill presented the Board with the final plans.

Mr. Merrill is willing to give a parcel of land to the town with access to the water at this time the Selectmen have not viewed their opinion as to whether or not they will accept the parcel.  Mr. Merrill will make an appointment with the Selectmen and see how they feel.

The Board is willing to accept this subdivision with or without the Selectmen’s answer because Mr. Merrill will keep the parcel if the town does not want it.

Mr. Merrill was asked if he was aware of RSA 155-E:5.  Minimum and Express Reclamation Standards (for Excavations).  He stated that he was and was furnished with a copy of RSA 155-E:5.

The signature box for the Chairman is not on the plan.

Motion is made to accept the plan with the signature box added.

PRELIMINARY HEARING:                            Phelps/McIntosh
                                                        Subdivision
                                                        Map 6, Lot 39, Bear Hill Rd.


Mark Stevens Registered Land Surveyor presented the plans to the Board.

Zoning Board of Adjustment has awarded a variance for frontage for this lot at 270 feet instead of 300 feet with at least 30 acres.

Topography will be on the final plan around the house area.

Motion was made to accept preliminary.

Objection has been made by Mr. Adams, Abutters were not notified for preliminary hearing.


PRELIMINARY HEARING:                    Bernard Mitchell
                                                Subdivision
                                                Map 7, Lot 19, Ferrin Rd.

Abutters were not notified about this preliminary hearing.

Mark Stevens Registered Land Surveyor presented the plans to the Board.

Topography is on the plan is looking to subdivide one lot off the main piece of property.

The Board would like to see set backs and notations of such on plan and also, test pits.

Motion was made to accept the preliminary plan.

DISCUSSION:                     John & Emiko Conway
                                        Site Review - Multi Use
                                        Retail Shop and rental
                                        Map 4, Lot 34, Dover Rd.


Mr. Conway would like to run a retail shop and rent the house on his property.

After review of site review  information there is adequate parking for both.

The Board was in agreement to set up a preliminary hearing for September 4, 1997 meeting.


DISCUSSION:                             Jason Lucier/Eunice Bates Property
                                                Apartment in Barn
                                                Map 4, Lot 68, Lane Rd.

Jason would like to convert the upstairs of the Barn into an apartment.

Unless the house and barn are connected somehow by roof or breezeway this would not be permitted on this property as a two family dwelling.

Mrs. Bates and Mr. Lucier thanked the Board for their input.


DISCUSSION:                             Jim Bond/Danis Barber Shop
                                                Auto Sales
                                                Map 9, Lot 109, Suncook Valley Rd.

Mr. Bond would like to sell cars on his property.

The Board explained he would have to go thru a site review and paving would be involved .  Mr. Bond would like the Board to waive the pavement.  The Board was in agreement that the pavement would not be waived.

Mr. Bond thanked the Board for their time.


DISCUSSION:                             Ron Worbowlski
                                                Truck Body Recycle
                                                Dover Road

Mr. Worbowlski came to the Board to inform them he would be adding another 10 feet of pavement to the sides of the building.  This is not a concern as long as he does not go over the maximum amount of 90 percent of the property.

He will also be talking to the state about a spray booth.

The minutes will be checked about sales.



OTHER BUSINESS:


Abutters will be notified about preliminary hearings by regular mail and certified mail for public hearings.

A member of the Board would like the Fauteaux property checked into he is worried about what will be done with large mounds of materials.  Chairman Scott will approach the selectmen.

Motion was made to continue to study impact fees.    (Passed)

Another work session will be set up.


Motion was made to adjourn.
